The Winchester Housing Authority Development Corporation (WHADC) seeks to contribute to the revitalization, of both old and new neighborhoods, through a range of housing preservation and new construction services. All services are administered in a professional manner, which help improve the communities' quality of life, and contributes to the economic rebirth of Winsted, Connecticut.

History
Although the history is brief, in six years, the Winchester Housing Authority Development Corporation has planned, constructed and completed a forty-four (44) unit age restricted community (Laurel Commons) and formalized a "Five Year Strategic Plan" in 2005.

A new senior community called Carriage Maker's Place, which is to be located at the "upper" end of Gay Street in Winsted, is part of the Five Year Strategic Plan. Due to the high number of "Boomers" still in need of affordable rental units in the Winsted area; Carriage Maker's Place will offer 20 to 30 one and two-bedroom apartments to seniors 55 years and older.

Goals
As a partner with the town, in the redevelopment of Winsted, WHADC has established a new standard for asset management. Through a series of targeted investments, comprehensive and professional property management and an infectious commitment to changing attitudes; WHADC is helping to re-establish Winsted as a residential community of choice.
